Überblick über die wichtigsten Daten und Neuregelungen für das Jahr 2016
Nachdem die Bundesregierung im Jahr 2014 zahlreiche Vorhaben des Koalitionsvertrages im
Rahmen neuer gesetzlicher Regelungen umgesetzt hat, wurden im Jahr 2015 nur wenige
Änderungen im Sozialversicherungsrecht vorgenommen.
Der Beitragssatz in der gesetzlichen Rentenversicherung bleibt in diesem Jahr stabil und liegt
weiterhin bei 18,7 %. Nach dem jährlichen Rentenversicherungsbericht der Bundesregierung
ist zumindest auch in den nächsten Kalenderjahren mit einem stabilen Beitragssatz zu rechnen.
Mit dem Gesetz zur Weiterentwicklung der Finanzstruktur und der Qualität in der gesetzlichen
Krankenversicherung wurde im vergangenen Jahr die Festsetzung eines allgemein paritätisch
finanzierten Beitragssatzes von 14,6 % und damit die Festschreibung des gesetzlichen
Arbeitgeberanteils auf 7,3 % beschlossen. Der mit diesem Gesetz ebenfalls eingeführte
einkommensabhängige und kassenabhängige Zusatzbeitrag wird dabei in der Regel im
kommenden Jahr steigen, da auch der gesetzlich geregelte durchschnittliche Zusatzbeitrag
um 0,2 % angehoben wird. Er wird im Jahr 2016 bei 1,1 % liegen.
Zudem wurde die zweite Stufe der Pflegereform beschlossen. Mit dem 2. Pflegestärkungsgesetz
sollen die Leistungen der gesetzlichen Pflegeversicherung verbessert werden. So
werden durch den neuen Pflegebedürftigkeitsbegriff körperliche und psychische Einschrän-

kungen gleichgestellt. Der Beitragssatz in der Pflegeversicherung bleibt im Jahr 2016 stabil
bei 2,35 %.
Die Insolvenzgeldumlage wird ab dem 01.01.2016 leicht um 0,03 % abgesenkt und beträgt
dann 0,12 %.
Für Auskünfte und Beratungen im Einzelfall stehen die jeweiligen Sozialversicherungsträger
(Krankenkassen, Rentenversicherungsträger, Agenturen für Arbeit) zur Verfügung.
Dieses Rundschreiben, das von HRP/LL jährlich überarbeitet und aktualisiert wird, ersetzt
das letztjährige Rundschreiben zur Sozialversicherung.
